Rabat - HRH Princess Lalla Meryem, Chairwoman of the Hassan II Foundation Hassan II Foundation for Social Works for Former Soldiers and Ex-combatants, presided, on Monday at the General Staff of the Royal Armed Forces (FAR), over the Foundation's fifth Board of Directors.

Upon her arrival HRH the Princess was received by Inspector General of the Royal Armed Forces and Commander of the southern zone, General Abdelaziz Bennani, who is also the Foundation's delegate Chairman.

HRH the Princess was also received by Minister delegate to the Prime Minister in charge of defense, Abdellatif Loudiyi.

Reforms initiated by Morocco, 'positive signal' of its commitment to democracy, PACE

Strasbourg - The reforms initiated by Morocco under the leadership of HM King Mohammed VI is a "positive signal" of its commitment to democracy, Chairman of the Parliamentary Assembly of the Council of Europe (PACE), Mevlut Cavusoglu, said on Monday in Strasbourg.

Morocco's democratic achievements, notably the strengthening of the role and attributions of the legislative institutions, is a "positive signal" of the commitment of the Kingdom to promoting democratic values, Cavusoglu said a press conference shortly before the opening of the Assembly's fall session, which brings together elected officials from 47 European countries. Â Â

 Morocco, he added, gave a concrete content to its commitment through accelerating the process of political reforms, promoting human rights and democracy values and reinforcing women’s participation in the political realm. Â
 Cavusoglu also said that “the Council of Europe is closely following the positive evolution of the political situation in Morocco, where the amendment of the Constitution, presented by HM King Mohammed VI, was adopted through a referendum,” noting that the PACE will dispatch an observation delegation for elections, to be held on November 25th in Morocco. Â

He recalled that the PACE granted, in June 2011, the status of Partner for democracy to the Moroccan parliament, the first country to receive such a status.

HM the King has pursued 'constructive' change in a climate of 'total transparency', Leadership Council for human rights

Washington - HM King Mohammed VI has pursued "constructive" change in a climate of "total transparency", said Kathryn Porter Cameron, chairman of the Leadership Council for human rights, one of the main US human rights organizations.

"The Moroccan government opened the door to include the opposition in the political process," she said, recalling that elections will be held in November in the Kingdom.

"The Leadership Council for Human Rights commends the progressive, productive manner and peaceful spirit Morocco has exerted to protect its citizens in the midst of the Arab Spring. In other parts of the Arab world, clashes between demonstrators and police and military resulted in the deaths and injuries of hundreds of people," said Porter Cameron in a statement, a copy of which was received by MAP-Washington on Saturday.

"No coercion or violence was used to prevent the media from reporting on developments and demonstrations, indeed, the government even encouraged journalists to document all sporadic demonstrations,” she went on.

The US NGO said that “contrary to the other countries of the region, Morocco considers the claims of Moroccan youth as right and legitimate.”

Morocco plays a leading role in supporting Libyan revolution, NTC Chairman says

Rabat - Morocco played a leading role in supporting the Libyan revolution as part of the contact group on Libya, Chairman of the National Transitional Council (NTC), Mustapha Abdeljalil, said.

"Morocco played a leading role concerning the situation in Libya through the contact group (…) and HM the King had sent me a special envoy to Benghazi since the first months of the revolution," Abdeljalil said in an interview in Benghazi with 'Médi 1 TV' channel, broadcast on Sunday.

Morocco recognized officially, on August 22nd, the NTC as "unique and legitimate" representative of the Libyan people.

Two days later, Moroccan Foreign Minister, Taib Fassi Fihri, was received in Benghazi by NTC Chairman to whom he conveyed a verbal message from HM King Mohammed VI.

During this visit, Fassi Fihri ensured the Libyan officials Morocco's support in all future steps, either at the political level or with regard to all issues relating to the rebuilding and urbanization of the country.

Morocco breaks up terrorist cell -Police Department

The statement added that the dismantled cell includes a member linked to the former emir of al Qaeda network in northern Iraq.

The cell, which pledged allegiance to Ayman Al-Zawahiri, used Internet to forge close ties with al Qaida, especially in Syria, Iraq, Turkey, Yemen and Somalia, it said.

They plotted attacks against western interests in the Kingdom as well as against foreign companies' premises, tourist sites, prisons and foreign nationals and some figures, according to the statement.

To carry out their plans, the members of the cell contacted, via Internet, experts in explosives making, including the prime accused in the Argana attack in Marrakech last April, the police department said.

 The statement said that investigations showed that the members of the cell were involved in credit card fraud and withdrawing money intended for terrorists based in Somalia.

Morocco-EU Fisheries Agrement: EU parliament foils maneauver by adversaries of the Kingdom- Ambassador

Brussels - Morocco's Ambassador to the EU, Menouar Alem welcomed, on Friday in Brussels, the rejection of the EU Parliament by an overwhelming majority of a draft resolution recommending the EU Court of Justice to challenge the Morocco-EU fisheries agreement.

"The European Parliament foiled by an overwhelming majority the maneuver which the enemies of Morocco presented under the guise of a “legal approach” hiding their real insidious political schemes,” the Moroccan diplomat told MAP .

He explained that some political parties organized a disinformation campaign against Morocco with the aim of misleading members of European Parliament (MEPs) and undermining the good Morocco-EU ties.

Fisheries Federation welcomes EU parliament's rejection to submit fisheries agreement to European Court of Justice

Rabat - The Federation of Fisheries and Aquaculture (FPMA) welcomed, on Friday, the rejection by the EU Parliament to submit the Morocco-EU fisheries agreement to the European Court of Justice to rule on whether the agreement complied with EU and international law.

The FPMA considered that negotiations on potential amendments will continue with a view to renew the partnership protocol agreement between Morocco and the EU in the field of fisheries, the FPMA said in a statement.

The FPMA also welcomed the approval by the European parliament's fisheries commission of the Morocco-EU agricultural agreement.

Hudson Institute points to conjunction of interests between Cuban regime, polisario and Al-Qaeda

Washington - The Hudson Institute, a US multidisciplinary think tank specialized in military and strategic issues, pointed, on Friday, to the conjunction of interests between the Cuban regime, the polisario and the terrorist organizations of Al-Qaeda.

"In 2007, the Institute of Cuban Studies at the University of Miami had mentioned the possible collusion between the Cuban regime and Al-Qaeda through the polisario," says an editorial published by the American Institute of Research entitled: "Al-Qaeda speaks Spanish and moves towards Mallorca and the Sahara."

Recalling that the polisario separatists have established, in recent months, "coordination and cooperation" relations with Al-Qaeda, the author of the article, Anna Mahjar-Barducci, said that officials of Cuban intelligence, which are in the Tindouf camps, "support directly or indirectly the operations of Al-Qaeda and its training camps."

"It would be dangerous not to assume that the Cuban intelligence provides valuable information to the polisario with the tacit approval to convey the information to Al-Qaeda," warned Mahjar-Barducci, noting that Cuba and Al-Qaeda have one common enemy: the United States.

The Hudson Institute, notes in this regard, that Havana "has never came down against Al-Qaeda or against any other group listed among foreign terrorist organizations," adding that the country "has also never been part of an international action to combat terrorism."
